FERC Response to NOPR and Order on Grid Resilience in RTOs and ISOs

In January 2018, FERC voted to end consideration of the grid resiliency rule proposed by DOE, and opened a new docket, seeking responses from RTOs and ISOs on their resiliency issues. Although the NOPR was rejected, this does not take away from the existence of real resilience challenges and concerns regarding the reliability of gas supply in light of expanding natural gas use in the power sector. Moreover, in dealing with the issue of resiliency, which covers low-probability events, there is inherently a lack of data and problems related to national security (e.g. terrorist or cyber risks) are often confidential. Initiating a multi-sector, inter agency process and in-depth gas and power industry analyses will likely be necessary in order to arrive at an adequate and comprehensive solution to the resilience problem.
